The State of New Hampshire, Department of Health and Human Services, Division of Public Health has a full-time vacancy for Newborn Screening Nurse Consultant.
Summary:
To plan, coordinate, evaluate and perform the daily operations of all the maternal and child health section’s newborn screening programmatic activities and provide consultant services to health care providers, state agencies, and the general public in the development and organization of health and medical services.
YOUR EXPERIENCE COUNTS : Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Equivalent combination of 8 years of education and experience after completion of high school. Education and experience must be in public health nursing, nursing education, counseling, public health or other nursing specialty. 2 years of which included practice, under supervision in Public Health Nursing, Maternal and Child Health, Mental Health or Nursing Education, and 2 years of which included supervisory nursing or teaching experience.
License/Certification : Current license as a registered nurse issued by the New Hampshire Board of Nursing Education and Nurse Registration.

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.
Responsibilities:
Responsible for conferring with state program administrators and directors of other health agencies relative to the organization and planning of newborn screening services including blood spot, hearing and critical congenital heart defect (CCHD). This requires planning and monitoring all the Maternal and Child Health Section’s newborn screening activities which includes long and short-term goal setting, detailed objectives and activities, and annual timelines based on data collected through continued quality improvement activities in conjunction with other state and local programs.
Responsible for providing appropriate and timely reporting for blood spot, hearing screening and CCHD for all out-of-range and normal results, provider report request, data linkages, medical professional trainings and short-term follow-up.
Participates in the planning and implementation of specific educational and consultative services for health agencies stakeholders, and the public.
Organizes, plans and implements educational trainings for professional health care personnel related to heritable conditions, hearing, and CCHD. Trainings will be communicated in writing and orally with linguistic and cultural proficiency.
Serves as the clinical newborn screening subject matter expert liaison between the Maternal and Child Health Section and other state and federal offices, departments, agencies, committees, and the contract agencies, to enhance coordination of effort on issues related to delivery of health services and the quality of public health practice. Participates in legislative activities with policymakers and stakeholders.
Pursues and participates in information sharing regarding emerging public health issues and concerns in local, state, and national forums related to newborn diseases and screening protocols.
Provides oversight for the competitive bid and contracting process to support newborn screening activities. Participates in providing programmatic oversight and fiscal monitoring of sub-contractors including monitoring and approving monthly invoices to ensure the provision of the contracted laboratory to the State of New Hampshire.
Provides oversight for the service delivery agreement for the Metabolic Medical Consultant services which support the activities of the Newborn Screening Program.
Prepares and reviews federal grant applications and grant reports, outlining compliance with grant requirements, and documenting program’s successes.
